In response to the complexities arising from recent conflicts, the Israeli Defense Forces (IDF) have announced the formation of a specialized panel tasked with evaluating and honoring civilians who found themselves in unique situations during times of war. 

 

The establishment of this panel comes following the October 7 onslaught by Hamas and subsequent conflicts in Gaza, which prompted a series of challenging questions regarding bereavement, memory, and heroism.

Appointed by the head of the IDF Personnel Directorate, Maj. Gen. Yaniv Asor, at the behest of IDF Chief of Staff Lt. Gen. Herzi Haleviand with the approval of Defense Minister Yoav Gallant, the advisory committee is set to examine a range of complex issues.

  2. Policy for Honoring Civilians: Acknowledging the bravery and sacrifices made by civilians amidst the chaos of war.

  4. Implementation of Recommendations: Ensuring that the panel’s recommendations can be effectively implemented, potentially including legal measures.

 

Maj. Gen. Moti Baruch, former head of the IDF Training Command, heads the panel, bringing a wealth of experience to the table. 

 

Other members include Maj. Gen. Orli Markman, President of the Military Court of Appeals; Asher Ben Lulu, deputy head of the Defense Ministry’s unit for commemorating slain soldiers; Herzl Shmuel, former head of the IDF Casualty Department; Jocelyn Bash, chair of the Public Council to Commemorate Soldiers; Prof. Shlomo Mor-Yosef; Rabbi Prof. Yigal Shafran; and Dr. Shimon Azulay.

 

This initiative underscores the IDF’s commitment to addressing the nuanced challenges that arise in times of conflict, ensuring that the bravery and sacrifices of all individuals involved are appropriately recognized and honored.
